Background On The Activity With support from The Church of Jesus Christ of Latter-day Saints, Project HOPE is implementing an 18-month activity to reduce preventable newborn deaths in Ghana by strengthening the capacity of district hospitals to Improve Newborn Respiratory Care in Accra. The activity is implemented by Project HOPE in close partnership with the Ghana Health Service (GHS) and Ministry of Health (MoH), and builds directly on monitoring, evaluation, and learning (MEL) systems, indicators, and CQI tools previously established under the Ghana Integrated Health Partnership (IHP) activity. All data collection will use existing government systems, principally the District Health Information Management System (DHIMS2), facility registers, and standardized monitoring tools, rather than introducing parallel systems. Position Summary Project HOPE seeks a Monitoring and Research Officer to lead monitoring, evaluation, and learning (MEL) for the improving newborn respiratory care activity. The Monitoring and Research Officer combines two functions: (1) routine monitoring and evaluation — tracking the activity’s indicators through DHIMS2, facility registers, and standardized monitoring tools, and supporting baseline and endline data collection, data quality assurance, and CQI processes at the 10 participating district hospitals; and (2) research and learning — synthesizing implementation findings, documenting lessons learned and success stories, and supporting the activity’s learning network sessions and knowledge-sharing with GHS, MoH, and the Church. The incumbent will work closely with the Activity Project Manager, facility-based mentors, biomedical engineers, and the broader IHP MEL team, and will report to the Senior Strategic Information Advisor. Education And Experience Bachelor’s degree required, Master’s degree preferred, in public health, demography, statistics, social sciences, health information management, or a related field. Minimum of 4 years of experience in monitoring, evaluation, research, or knowledge management for health or development projects; experience with maternal, newborn, and child health (MNCH) programming strongly preferred. Demonstrated experience with DHIMS2 or comparable health management information systems. Competence in quantitative and qualitative data collection and analysis, including experience with tools such as Kobo Toolbox, Excel, SPSS, STATA, or similar. Experience conducting or supporting data quality assessments, supportive supervision, or continuous quality improvement (CQI) activities in health facilities. Experience documenting lessons learned, success stories, or other knowledge products for donor or government audiences. Strong analytical and report-writing skills, with the ability to synthesize complex facility-level data into clear, actionable summaries. Competency in MS Word, Excel, and PowerPoint. Strong verbal and written communication skills; ability to coordinate effectively with facility staff, GHS/MoH counterparts, and the Project HOPE team. Fluent in English (written and oral); fluency in a local Ghanaian dialect is a plus.
