Background On The Activity With support from The Church of Jesus Christ of Latter-day Saints, Project HOPE is implementing an 18-month activity to reduce preventable newborn deaths in Ghana by strengthening the capacity of district hospitals to Improve Newborn Respiratory Care in Accra. The activity is implemented by Project HOPE in close partnership with the Ghana Health Service (GHS) and Ministry of Health (MoH), and builds directly on monitoring, evaluation, and learning (MEL) systems, indicators, and CQI tools previously established under the Ghana Integrated Health Partnership (IHP) activity. All data collection will use existing government systems, principally the District Health Information Management System (DHIMS2), facility registers, and standardized monitoring tools, rather than introducing parallel systems. Position Summary Project HOPE seeks an experienced and dynamic Project Manager to lead the implementation of the Strengthening Newborn Respiratory Care in District Hospitals in Ghana Project, funded by The Church of Jesus Christ of Latter-day Saints. The Project Manager will provide overall leadership, technical and operational management to ensure successful delivery of project objectives aimed at reducing preventable neonatal mortality through improved respiratory care for small and sick newborns. Working closely with the Ghana Health Service (GHS), Ministry of Health, Regional Health Directorates and participating hospitals, the Project Manager will oversee project planning, implementation, financial management, procurement coordination, monitoring and evaluation, stakeholder engagement, donor reporting and sustainability planning. The Project Manager will ensure that all project activities are delivered on time, within budget, and in accordance with Project HOPE policies, donor requirements and national newborn health priorities. The role is central to strengthening government ownership, improving quality of newborn care, and ensuring long-term sustainability of project investments. The project will strengthen newborn respiratory care through procurement and installation of essential equipment, competency-based Low-Dose High-Frequency (LDHF) training, mentorship, supportive supervision, quality improvement, and knowledge-sharing across participating district hospitals. Key Responsibilities Leadership and Management The Project Manager will provide overall strategic, technical, operational, and administrative leadership for the successful implementation of the Strengthening Newborn Respiratory Care Project. The incumbent will lead the planning, coordination, implementation, monitoring, and evaluation of all project activities to ensure the timely achievement of project objectives, deliverables, and milestones in accordance with Project HOPE policies, donor requirements, and the priorities of the Ministry of Health (MoH) and the Ghana Health Service (GHS). The role includes developing annual work plans and implementation schedules, managing project resources efficiently, monitoring progress, mitigating implementation risks, and ensuring effective coordination across technical, finance, procurement, logistics, and monitoring teams. The Project Manager will also supervise project staff, build team capacity through coaching and mentorship, and promote a high-performing, accountable, and collaborative work environment. Technical Coordination Working closely with the Senior Technical Advisor and relevant technical teams, the Project Manager will coordinate all technical aspects of project implementation. This includes overseeing baseline and facility readiness assessments, procurement and deployment of newborn respiratory care equipment, implementation of competency-based Low-Dose High-Frequency (LDHF) training, clinical mentorship, supportive supervision, and Continuous Quality Improvement (CQI) initiatives. The Project Manager will ensure that all technical interventions comply with national newborn health policies, Ghana Health Service guidelines, World Health Organization recommendations, and Project HOPE's technical standards. Governance and Partnership The Project Manager will serve as the primary liaison between Project HOPE, the Ministry of Health, Ghana Health Service, Regional Health Directorates, District Health Management Teams, participating hospitals, development partners, and the donor. The incumbent will foster strong partnerships, coordinate stakeholder engagement and governance meetings, support technical working groups, and promote government ownership, accountability, and sustainability of project interventions throughout the implementation period. Financial Management The Project Manager will oversee the financial management of the project by ensuring that activities are implemented within approved budgets and in compliance with donor regulations and Project HOPE financial policies. The incumbent will monitor project expenditures, support financial forecasting and budgeting, ensure value for money, oversee donor compliance, and contribute to the preparation of accurate and timely financial and technical reports. Procurement and Logistics Oversight The Project Manager will provide oversight for the procurement, distribution, installation, inventory management, maintenance coordination, and asset tracking of all project equipment, clinical commodities, consumables, job aids, and training materials. The incumbent will work closely with procurement and logistics teams to ensure timely acquisition and deployment of project resources while maintaining compliance with organizational procurement procedures and donor requirements. Monitoring, Evaluation and Reporting The Project Manager will lead the project's Monitoring, Evaluation, Accountability and Learning (MEAL) system by ensuring the implementation of baseline and end-line assessments, routine data collection, data quality assessments, supportive supervision, performance monitoring, and evidence-based decision-making. The incumbent will oversee the preparation of high-quality technical, financial, and donor reports, document lessons learned and best practices, and ensure that project performance information is effectively used to improve programme quality and demonstrate results. The Project Manager will also ensure full compliance with Project HOPE's safeguarding, child protection, and Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) policies while maintaining the highest standards of professionalism, integrity, and accountability Knowledge, Skills And Abilities The successful candidate should possess strong technical expertise in programme and grant management, financial oversight, monitoring and evaluation, health systems strengthening, quality improvement, procurement management, and risk management. The individual should demonstrate strategic leadership, sound decision-making, negotiation, coaching and mentoring abilities, stakeholder engagement, conflict resolution, and change management skills. Excellent written and verbal communication skills are required, including the ability to prepare high-quality technical reports, deliver presentations, facilitate meetings and workshops, and build productive professional relationships with government, donors, partners, and healthcare providers. Minimum Required Skills, Education And Experience Master’s degree in public health, Medicine, Nursing, Health Services Management, Health Administration, Epidemiology, Global Health, Health Policy, Project Management, or a related field. A clinical qualification in Medicine, Nursing, or Midwifery, with excellent knowledge in newborn care will be an added advantage. Minimum of seven years of progressively responsible experience managing donor-funded health programmes, including at least three years in a senior project management or programme leadership role. Demonstrated experience in maternal and newborn health programming, health systems strengthening, clinical capacity building, quality improvement, government engagement, monitoring and evaluation, procurement and logistics, financial management, and multi-stakeholder coordination is essential. Previous experience working with the Ministry of Health, Ghana Health Service, US-funded programmes, UNICEF, or other bilateral and multilateral donors will be highly desirable Working Conditions and Physical Demands The position is based in Accra but requires frequent travel to Regional Health Directorates, District Health Management Teams, participating district hospitals, and national stakeholder meetings. Occasional travel outside normal working hours may be necessary to support project implementation. The role requires extended periods of computer use, frequent road travel, standing during training and facilitation sessions, carrying light training materials, and participation in field supervision and monitoring visits.
