Assignment Overview
Catholic Relief Services is seeking a consultant or consulting team to conduct an endline evaluation for a Feed the Future Ghana activity. The assignment focuses on assessing project results, implementation effectiveness, learning, outcomes and recommendations for future programming.
Purpose Of The Consultancy
The consultant will design and implement an evaluation process that produces credible evidence on performance, achievements, challenges, sustainability and lessons learned. The work requires strong evaluation methodology, fieldwork planning, data quality assurance, analysis, reporting and stakeholder presentation skills.
Scope Of Work
Review project documents, logical frameworks, monitoring data, previous reports, work plans and relevant background materials.
Develop an evaluation approach, detailed work plan, sampling strategy, data-collection tools and analysis framework.
Conduct quantitative and qualitative data collection with relevant beneficiaries, partners, project staff, institutions and stakeholders.
Ensure ethical data collection, informed consent, confidentiality and protection of respondents.
Analyse data and assess project performance against expected outputs, outcomes, indicators and learning questions.
Identify implementation strengths, gaps, contextual issues, sustainability factors and practical recommendations.
Prepare an inception report, draft evaluation report, final evaluation report and presentation materials.
Facilitate validation or learning sessions with CRS and relevant stakeholders.
Expected Deliverables
Inception report with methodology, data tools, sampling plan, fieldwork plan and timeline.
Clean datasets, coded qualitative notes or transcripts, and supporting analysis files as agreed.
Draft report presenting findings, conclusions, lessons learned and recommendations.
Final report incorporating feedback from CRS and stakeholders.
Summary presentation or slide deck for dissemination and validation.
Required Expertise

Experience
- conducting evaluations for agricultural, food security, market systems, resilience, development or donor-funded programmes.
- Strong mixed-methods evaluation skills, including survey design, key informant interviews, focus group discussions and participatory approaches.
- with USAID, Feed the Future, CRS or similar donor-funded development programming is an advantage.
- Strong data analysis, report writing and presentation skills.
- Ability to manage fieldwork logistics, data quality, ethical considerations and tight timelines.
