NUMBER – MTNGH-TRF(PFM)-004-26 / CVs SHOULD BE SAVED IN APPLICANT’S NAMES Position: Senior Manager, Project Finance Management Level: MTN Level 3H Function: Transformation Department: Project Finance Management Location: Accra Reports to: Chief Transformation Officer Job Summary Responsible for MTN Ghana’s end?to?end project CAPEX financial management, including budgeting, forecasting, project finance, accounting, and reporting. This role provides robust CAPEX governance to ensure compliance with MTN Group capital and budgeting policies, applicable accounting standards, and best practices, while enabling effective investment decision?making and supporting accurate capitalization and Enterprise Asset Management (EAM). Job Context •Evolving Digital Telecommunication business and business models. •Multiregulated environment. •Public Listed Organization •Environmental, social and governance prioritized •A shift from share of market to share of life. •Evolving business models and partnership management. •Brand Reputation •Regionalized structure •Global & MTN Group approved Telecommunication/ICT Network Standards and Practices •Global Technology driven environment •MTN Group Technology guidance •Performance driven environment •Group best practices & standards alignment Key Tasks Strategic Perspective •Lead the coordination and preparation of the MTN Ghana CAPEX budget, multi?year investment plans, and related project finance business planning inputs aligned to MTN Group and Ghana strategic priorities. •Guide capital allocation and investment decisions to ensure optimal balance between growth, transformation, resilience, and cost efficiency. •Support formulation and execution of enterprise and business unit strategies through robust financial insight on capital projects. •Serve as a strategic advisor to the Chief Transformation Officer and CAPEX Capacity Planning units on investment trade?offs, prioritisation, and financial sustainability. •Ensure CAPEX plans are value?driven, strategically aligned, and executable. Operational & Financial Management Perspective •Ensure end-to-end project financial management, tracking, and reporting of CAPEX spend across Network, IT, Facilities, and Support projects. •Oversee project accounting, tracking, and capitalization in line with the MTN Group Capital Projects Toolkit. •Manage and account for Transformation Division OPEX, ensuring cost discipline and transparency. •Establish and maintain effective CAPEX control systems to manage budgets, commitments, and actual spend. •Ensure accurate and timely fixed asset accounting through effective Enterprise Asset Management (EAM) operational support and maintenance of the Fixed Asset Register. •Drive efficient project inventory and working capital management. Governance & Oversight Perspective •Provide project finance governance oversight for all CAPEX projects across the organisation. •Organise and coordinate monthly CAPEX Steering Committee (CSC) meetings, including agenda preparation, financial insights, and decision support. •Act as Single Point of Contact (SPOC) for MTN Ghana Project Management audits. •Ensure compliance with approved governance frameworks, Group policies, and delegated authorities. •Review and continuously improve CAPEX?related business processes to strengthen governance and execution discipline. Risk, Compliance & Assurance Perspective •Ensure full compliance with project?related contractual terms as they relate to capital expenditure. •Oversee internal and external audits for capital projects, including coordination, response management, and closure of audit findings. •Review project processes to ensure adherence to project finance controls, accounting standards, and MTN Group requirements. •Identify and mitigate project finance, compliance, and execution risks associated with capital projects. •Strengthen assurance over capitalization accuracy, asset integrity, and audit readiness. Reporting & Performance Management Perspective •Prepare and submit periodic management, EXCOM, and Group CAPEX reports, ensuring accuracy, clarity, and strategic insight. •Support the development of Board papers for Ghana Board and Group EXCO approvals relating to capital investments. •Track and report CAPEX performance against budget, approvals, and strategic objectives. •Provide leadership with actionable financial insights on variances, risks, and corrective actions Stakeholder Engagement & Advisory Perspective •Act as a trusted project finance business partner to Network, IT, Facilities, Transformation, and Project Management teams. •Engage senior leadership to support informed decision?making on capital investments and trade?offs. •Facilitate alignment between finance, project delivery, and strategic planning stakeholders. •Represent the project finance department in cross?functional project governance and assurance forums. Process Improvement & Capability Perspective •Ensure periodic and timely review of all CAPEX?related business processes to improve efficiency, transparency, and control. •Strengthen project finance discipline through standardisation, automation, and continuous improvement of CAPEX processes. •Build organisational capability in project finance management, governance, and compliance. •Promote best practices in capital planning, tracking, and reporting across the enterprise Qualification Required & Experience Education •Degree preferably in Accounting, Finance or Business Administration with Project Management experience. •MBA or professional certification would be an added advantage •Experience 8 years of Telecoms Project Accounting and Management experience with at least 5 years relevant experience at a managerial level. Professional Knowledge/Technical Competencies: •Ability to steward large?scale capital portfolios end?to?end •Advanced capability in CAPEX budgeting, forecasting, cost and variance analysis •Strong technical knowledge of project accounting and capitalization rules •Deep understanding of CAPEX governance frameworks, approval hierarchies, and delegated authorities •Strong understanding of project?related contracts and their financial implications •Strong working knowledge of ERP and project finance systems supporting CAPEX and asset management (e.g. SAP/Oracle?type environments) •Ability to act as a finance business partner to Network, IT, Facilities, Transformation, and Project teams •Strong appreciation of audit, risks, compliance, and best?practice financial management frameworks. •Adequate Project Management Knowledge •Adequate Knowledge in GSM Network elements •Understanding of the core functions of the organization •Advance knowledge of Enterprise Asset management •Advanced Knowledge of Business Analysis •Advanced Knowledge of Reporting & Assurance •Advanced Knowledge of Stakeholder Management •Advanced Knowledge of Communication & negotiation •Adequate Knowledge of Supply Chain Management •Advanced Knowledge of Data gathering and consolidation •Local accounting regulations and International Accounting Standards •Advanced Knowledge of Data tools and analytics •Understanding of Agile/ Scrum methodologies Must live the MTN Values of •Lead with Care, Collaborate with Agility, Serve with Respect, Can Do with Integrity, Act with Inclusion Must exhibit the MTN Vital Behaviors of •Complete Candor, Complete Accountability, Active Collaboration & Get it done.
