- Oxford Policy Management is seeking suitably qualified Ghanaian national experts on a fixed-term basis, contingent on the successful outcome of a bid for an upcoming Climate Finance project in Ghana.
- The experts will provide technical, advisory, monitoring and capacity-strengthening support to improve access to finance for micro, small and medium-sized enterprises and to strengthen climate-aligned financial solutions in Ghana.

Responsibilities
- Assess the needs, capabilities, opportunities and constraints of banks, non-bank financial institutions, development finance institutions and other financial-sector actors.
- Advise on improving access to finance for MSMEs, especially businesses in underserved and climate-relevant sectors.
- Support engagement and knowledge-sharing among financial institutions and key stakeholders.
- Support design and development of climate-aligned credit guarantee products and risk-sharing mechanisms.
- Assess market demand, financial-institution

- Develop product structures, eligibility criteria, operating procedures, risk-management approaches and monitoring frameworks.
- Support monitoring, evaluation and learning frameworks for credit and guarantee portfolios.
- Analyse portfolio performance, outreach, additionality, development impact, risks and lessons learned.
- Provide current practical expertise on Ghana's financial sector, regulatory environment, institutional landscape and market dynamics.
- Map and engage public- and private-sector stakeholders, including regulators, financial institutions, government agencies and development partners.
- Advise on Ghanaian environmental and social legislation, standards and safeguards relevant to finance and investment activities.
- Advise Ghanaian stakeholders on development finance, blended finance, guarantee instruments, climate finance and capital markets.
- Qualifications And
Experience
- Advanced university degree, preferably a Master's degree or equivalent, in Finance, Economics, Banking, Business Administration, Development Finance, Public Policy, Financial Economics, International Development or a related discipline.
- At least ten years of relevant professional
- in financial services, development finance, banking, MSME finance, credit, guarantees, investment or a related field.
- Demonstrated
- working with financial institutions in Ghana.
- supporting MSME access to finance or implementing MSME lending programmes in Ghana.
- designing, implementing, managing or evaluating credit-guarantee schemes, risk-sharing facilities or similar financial instruments.
- in climate finance or climate-aligned financial product development is highly desirable.
- Strong knowledge of Ghana's financial sector, environmental and social legislation, and development landscape.
- Fluency in English is required. Knowledge of relevant Ghanaian languages is an advantage.
