About the Role
MSI Reproductive Choices Ghana (MSI Ghana) is hiring a Programme Officer to lead its Public Sector Strengthening (PSS) work in Kumasi, Ashanti Region. This is a full-time position on an initial two-year contract, renewable based on performance, with a three-month probation period, reporting to the Programmes Manager.
MSI Ghana is a results-driven social enterprise and one of the country's leading sexual and reproductive health and rights (SRHR) organisations, delivering family planning, safe motherhood, pregnancy counselling, STI screening and related services through its Centres, Social Marketing and Public Sector Support channels. The Programme Officer sits within the Public Sector Support pillar and leads the rollout of PSS activities designed to widen access to quality Family Planning (FP), Comprehensive Abortion Care (CAC) and other sexual and reproductive health services, working closely with the Ghana Health Service (GHS), District Health Management Teams, health facilities and community leaders.
Day to day, the role is about keeping programme activities moving: coordinating with stakeholders, strengthening the link between facilities and the communities they serve, driving demand-generation and Social and Behaviour Change Communication (SBCC) work, and helping more underserved communities take up these services. It also carries a technical and operational backbone - stakeholder engagement, community mobilisation, supportive supervision, quality improvement, data quality checks, reporting and documenting lessons learned - plus a sustainability angle, since part of the job is helping GHS take ownership of PSS interventions so they hold up within routine health systems.
What the Role Involves
Partnerships and stakeholders:
building and sustaining working relationships with GHS, District Health Management Teams, District Assemblies, chiefs and religious leaders, youth groups and other community actors; strengthening the connection between facilities and communities so referrals, participation and continuity of care improve; running community-entry activities and needs assessments to identify where FP/CAC demand can grow; and recruiting, training and supporting community volunteers who assist with mobilisation and client referrals.

and GHS priorities; supervising and mentoring health workers and volunteers to build their capacity; flagging operational risks early and recommending fixes; supporting clinical governance, quality-improvement work and the PSS transition plan; and coordinating with other teams on commodities, logistics and service delivery.
Demand generation and SBCC:
leading evidence-based demand-generation and SBCC work across supported facilities and communities - outreach, health

sessions, advocacy events and initiatives aimed at adolescents and young people; helping facility teams build and run quarterly demand-generation plans and monitoring their effectiveness; and encouraging male involvement and wider community participation to lift Family Planning uptake.
Monitoring and reporting:
supporting data-quality assurance, including ORION and DHIMS2 verification; keeping accurate records of activities and stakeholder engagements; producing timely activity reports, project updates and documentation of lessons learned and best practice; and contributing to quarterly, half-yearly and annual programme reporting.
Safeguarding and compliance:
upholding safeguarding principles and protecting clients, communities and vulnerable people; championing Gender Equality and Social Inclusion (GESI) throughout implementation; and staying compliant with MSIG policy, donor requirements, quality standards and the Code of Conduct.
What Success Looks Like in the First Six Months
By month six, a successful Programme Officer will have strengthened partnerships with GHS and community stakeholders across their supported districts; coordinated solid programme, demand-generation and SBCC activity that is visibly lifting FP and CAC uptake; improved facility-community linkages, referral pathways and youth participation; kept implementation, reporting and data quality on track; and helped move PSS interventions further toward GHS ownership and long-term sustainability.
Who We're Looking For
At least four years of post-graduation work experience, including a minimum of two years in public health, community mobilisation, project implementation or a closely related field.
Prior exposure to GHS, development partners or donor-funded programmes counts in your favour, as does a track record in stakeholder engagement, community mobilisation and behaviour-change communication.
A Bachelor's degree in Social Sciences, Development Studies, Public Health or a related discipline; a postgraduate qualification in Public Health, Development Studies, Health Promotion or Project Management is a plus.
Solid programme-coordination and organisational skills, strong stakeholder management, and confident written, verbal and presentation ability.
Comfort with SBCC and community-mobilisation approaches, sound analytical and problem-solving skills, and reasonable computer literacy including Microsoft Office.
The ability to work both independently and within multidisciplinary teams, willingness to travel frequently within the Ashanti Region, and genuine alignment with MSI's mission and pro-choice values.
