Job Purpose
The Recruitment and Training Officer will be responsible for planning and executing the nationwide recruitment, screening, selection, documentation, induction and continuous training of security guards, patrol supervisors and other operational personnel.
The officer will ensure that Progressive Security Co. Ltd maintains an adequate pool of properly vetted, trained, disciplined and deployment-ready security personnel for all client locations across Ghana.
The role will also involve developing and regularly updating training manuals, coordinating on-the-job training, maintaining personnel records and liaising with relevant regulatory and government agencies to ensure full compliance with statutory recruitment, licensing and documentation requirements.
2. KEY DUTIES AND
Responsibilities
- A. Nationwide Recruitment
- Develop and implement an annual nationwide recruitment strategy for security guards, patrol supervisors and other operational personnel.
- Conduct recruitment exercises in Accra and all regions where the company operates or intends to operate.
- Establish recruitment contacts and networks within communities, districts, regions, security institutions, educational institutions, employment centres and relevant local organisations.
- Advertise vacancies through appropriate channels, including community information centres, social media, employment agencies and local authorities.
- Receive and review applications and conduct preliminary interviews for prospective employees.
- Verify the identity, residential address, educational background, employment history and references of applicants.
- Conduct or coordinate background checks, criminal record checks and other vetting

before applicants are approved for employment.
Ensure that all recruited personnel meet the company’s minimum physical, medical, educational, character and professional requirements.
Maintain an active database of qualified and deployment-ready guards and supervisors for emergency and replacement needs.
Work with the Operations Department to forecast staffing
for existing and new client locations.
Ensure that recruitment targets are achieved within agreed timelines and budgets.
B. Training and Development
Develop a comprehensive security guard and patrol supervisor training manual in line with the company’s operational standards and regulatory requirements.
Review and update the training manual periodically to reflect emerging security threats, industry developments, technology and changes in legislation.
Develop structured induction programmes for newly recruited security guards and supervisors.
Organise and facilitate classroom, practical and field-based training programmes.
Conduct on-the-job training at client locations and ensure that personnel understand their site-specific duties and post instructions.
Develop specialised training programmes for patrol supervisors, including leadership, site inspection, staff management, investigations, incident escalation and performance monitoring.
Prepare training schedules, lesson plans, presentation materials, practical exercises and assessment tools.
Conduct written, oral and practical assessments and recommend only competent personnel for deployment.
Issue training records and maintain an updated training history for every employee.
Identify performance and skills gaps and recommend refresher or remedial training.
Conduct periodic refresher training for deployed personnel nationwide.
C. Regulatory Compliance and Documentation
Liaise with the Ministry of the Interior, Ghana Police Service, Labour Department, Social Security and National Insurance Trust, National Pensions Regulatory Authority and other relevant regulatory agencies.
Ensure that all recruits provide the required employment and statutory documentation before deployment.
Coordinate the processing of police clearance certificates, medical reports, identification documents, guarantor forms and background-check documentation.
Ensure compliance with the Labour Act, private security regulations, company policies and relevant employment standards.
Maintain accurate and confidential recruitment, training and personnel records.
Monitor expiry dates for licences, identification cards, medical certificates and other mandatory documents.
Prepare documentation required for regulatory inspections, audits and licence renewals.
Advise management on changes in recruitment, labour, training and private security regulatory requirements.
D. Deployment Support
Work closely with Operations, Human Resources and Control Room personnel to ensure newly recruited officers are deployed appropriately.
Confirm that every guard and patrol supervisor has completed the required induction and site orientation before deployment.
Prepare deployment-readiness reports for management.
Assist in the mobilisation of personnel for new contracts and emergency deployments.
Conduct post-deployment follow-ups to assess the performance and suitability of newly recruited personnel.
Recommend reassignment, retraining or termination where personnel fail to meet the required standards.
E. Reporting and Administration
Prepare weekly, monthly and quarterly recruitment and training reports.
Maintain accurate records of applications received, candidates interviewed, candidates selected, background checks completed, candidates trained, candidates deployed, training attendance, assessment results, regional recruitment activities, and recruitment and training expenditure.
Prepare annual recruitment and training budgets.
Monitor recruitment and training costs and ensure activities are conducted within approved budgets.
Submit regular reports on staffing gaps, training needs, recruitment challenges and proposed solutions.
Perform any other related duties assigned by management.
