- DTI is seeking an experienced Senior M&E Specialist to provide strategic leadership and technical oversight for institutional and project M&E, strengthening data-driven decision-making, programme accountability, learning, and institutional effectiveness.

- Lead the design and implementation of institutional and project M&E frameworks, logframes, results frameworks, and performance indicators
- Oversee data collection, analysis, quality assurance, graduate tracking, and institutional performance monitoring
- Design and oversee baseline studies, mid-term and final evaluations, and Data Quality Assessments
- Ensure gender-sensitive and inclusive M&E through appropriate data disaggregation
- Prepare high-quality reports, presentations, policy briefs, and learning outputs for donors, government, and other stakeholders
- Provide technical leadership, mentorship, and capacity building to the M&E team
- Support data-driven strategic planning, programme implementation, and continuous institutional improvement

- Bachelorโs Degree in Monitoring and Evaluation, Social Sciences, Development Studies, Public Health, Statistics, Economics, Project Management, Educational Planning, or a related field

Preferred Qualifications
- Strong quantitative and qualitative research skills
- Proficiency in M&E and data tools such as SPSS, Stata, Tableau, and Excel
- Knowledge of Results-Based Management, Theory of Change, Logical Framework Approach, and OECD-DAC evaluation criteria
- Knowledge of Ghanaโs TVET landscape, including CTVET and NTVETQF

Experience
- in M&E within the development, education, or TVET sector

- Proven leadership, mentoring, analytical, and stakeholder management skills
