Responsibilities
- Assist the Director of Procurement in providing strategic leadership and direction for all procurement activities of the University.
- Oversee the preparation, implementation, and monitoring of the University’s Annual Procurement Plan.
- Supervise and coordinate the day-to-day operations of the Procurement Directorate and provide technical guidance to procurement staff.
- Review tender documents, evaluation reports, and contract award recommendations in accordance with applicable procurement laws and regulations.
- Advise University Management, Directorates, Departments, and Units on procurement policies, procedures, and best practices.
- Coordinate procurement compliance activities and liaise with the Public Procurement Authority and other regulatory bodies.
- Assist in servicing the Entity Tender Committee, including preparing agendas, reports, minutes, and implementing approved decisions.
- Oversee contract administration and monitor the performance of suppliers, contractors, and consultants.
- Prepare periodic and annual procurement reports for Management and external regulatory agencies.
- Represent the Procurement Directorate at meetings and perform any other duties assigned by the Director of Procurement or University Management.
- Qualifications
- Must have been appointed a Deputy Director of Procurement or to an equivalent Deputy Director of Procurement position in an accredited university or analogous institution and served satisfactorily for at least two (2) years on that rank.
- OR
- Must have been appointed Senior Procurement Officer in an accredited university or analogous institution and served satisfactorily for at least four (4) years on that grade, and met the minimum
Requirements
for promotion to Deputy Director of Procurement.
OR
Must hold an MPhil, a two-year research Master’s degree, or an equivalent professional qualification in Procurement and Supply Chain Management, Purchasing and Supply, Business Administration, or a related discipline, and have at least Ten (10) years of relevant post-qualification
Demonstrate high integrity, professionalism, and ethical conduct.
Possess good communication, interpersonal, and organisational skills.
Demonstrate leadership and supervisory competence appropriate to the rank applied for.
Be able to work effectively both independently and as part of a team.
Have good knowledge of relevant Government policies, regulations, and statutory
relating to public procurement and public financial management.
Be computer literate. Knowledge of procurement and financial management software will be an advantage.
Be committed to supporting the vision, mission, and strategic objectives of the University.
