Advancing Multi-Hazard Early Warning System (MHEWS) to Support Enhanced Disaster Risk Reduction (DRR) in Ghana ("GH-RESPOND")
Background
The Environmental Protection Authority is inviting applications from qualified professionals for positions to support the implementation of a project in accordance with the approved project document, work plan and budget.
The GH-RESPOND project is to enhance community resilience to climate-induced hazards by establishing a robust Impact-Based Multi-Hazard Early Warning System (IB-MHEWS). The project integrates climate information services and anticipatory action mechanisms to ensure timely, accurate and actionable early warnings for disaster risk reduction. It is aligned with Ghana's Nationally Determined Contributions and other priorities, including the National Climate Change Policy and National Disaster Risk Reduction Policy.
Ghana faces escalating climate risks driven by increasing variability and intensity of weather patterns, including floods, droughts and extreme heat events. Vulnerable communities are disproportionately impacted, with social and economic consequences affecting livelihoods, public health and infrastructure. EPA, in collaboration with the Government of Ghana and key stakeholders, has initiated the GH-RESPOND Project (Ghana Resilience and Emergency Support Platform).
Position
Project Manager for the GH-RESPOND Project Preparatory Facility Implementation.
Objective Of The Role
The primary objective of the Project Manager is to ensure the smooth and effective implementation of the project in accordance with the approved project document, workplan and budget. The Project Manager will provide overall leadership, coordination and supervision of the project team, including the Project Officer and other consultants, to ensure that all project activities are carried out in a timely, efficient and high-quality manner and that project outputs and outcomes are achieved as planned.
Roles And
Responsibilities
- Develop and maintain a detailed project workplan, budget and timeline, in consultation with the AE, EEs and other relevant stakeholders.
- Coordinate and oversee the implementation of all project activities, ensuring that they are carried out in accordance with the approved workplan and budget.
- Identify and manage project risks and issues and develop and implement appropriate mitigation strategies and corrective actions.
- Convene and facilitate regular project team meetings, including the Project Officer and other consultants, to review progress, discuss challenges and plan next steps.
- Serve as the primary focal point for communication and coordination with the AE, EEs, government counterparts and other partners, auditors and stakeholders involved in the project.
- Prepare and submit high-quality technical and financial reports to the AE in accordance with the agreed reporting schedule and formats.
- Oversee project completion and closure activities, ensuring the project is completed on time.
- Required Skills And Experiences
- Bachelor's degree or higher in a relevant field such as project management, climate change, environmental management or international development.
- At least three years of professional
Experience
in managing and implementing complex, multi-stakeholder projects, preferably in the context of climate change and green finance.
Strong project management skills, including project planning, budgeting, monitoring and evaluation, and risk management.
Excellent leadership and team management skills, with the ability to motivate, mentor and support a diverse team of professionals.
Strong analytical and reporting skills, with the ability to synthesise complex information and produce high-quality reports and presentations.
working in Ghana, with a good understanding of the local context, stakeholders and development challenges.
Fluency in English, both written and spoken, with strong presentation and report-writing skills. Knowledge of local language(s) of the country or region is an advantage.
Deliverables/Outputs
Inception Report:
A detailed report outlining the project's objectives, scope, approach, workplan, budget and timeline, to be submitted within one month of project start-up.
Project Workplan and Budget:
A comprehensive and regularly updated workplan and budget for the project, outlining all activities, milestones and resource requirements.
Progress Reports:
Regular monthly, quarterly and annual technical and financial progress reports highlighting project achievements, challenges and lessons learned, and comparing progress against planned targets and milestones.
Final Project Report:
A comprehensive final report summarising project achievements, outcomes and impacts, as well as lessons learned and recommendations for sustainability and replication.
Project Documentation and Records:
Accurate and up-to-date project documentation and records, including contracts, invoices, receipts, correspondence and other relevant documents, properly filed and archived for easy retrieval and reference.
Handover Report:
A detailed handover report at the end of the project, outlining all project activities, deliverables and achievements, as well as any outstanding issues or recommendations for follow-up actions.
