Role Details
Innovations for Poverty Action is recruiting a Senior Policy Manager for the Embedded Labs Program. The role supports IPA's work with governments and partner institutions to generate, interpret and use data and evidence in policy and programme decisions.
Location: Existing IPA country office.
Work arrangement:
Full-time, with willingness to travel internationally up to 25%.
Reports to:
Senior Director, Embedded Labs.
Role Focus
Support the growth and quality of IPA's Embedded Labs model, which places evidence-use capacity inside government or partner institutions.
Provide policy, programme and technical assistance to help partners use administrative data, monitoring information and research evidence more effectively.
Coordinate learning, knowledge management and programme-improvement activities across Embedded Labs engagements.
Help translate research and implementation lessons into practical tools, public goods, case studies and guidance for partners and IPA teams.
Support fundraising, grant delivery and strategic communication connected to the Embedded Labs portfolio.
Master's degree is strongly

analysing, interpreting or communicating research results for policy, programme or organisational decision-making.
At least one year of
working with large NGOs, governments, public institutions or similar partners, preferably in low- and middle-income countries.

Good quantitative skills and ability to understand academic research and draw practical policy lessons from it.
Excellent writing, presentation, facilitation and stakeholder-management skills.
Ability to manage several workstreams, meet tight deadlines and work effectively with teams across countries and functions.
supervising staff, coordinating multi-country work or managing complex partner relationships is an advantage.

Knowledge of sectors such as education, social protection, health, livelihoods or public-sector service delivery.

Key Responsibilities
- Provide project management and technical assistance for Embedded Labs engagements, including planning, deliverables, partner coordination and follow-up.
- Support monitoring, evaluation and learning activities for the programme, including indicators, reporting, learning questions and evidence-use tracking.
- Develop training materials, onboarding resources, templates and guidance that help teams implement the Embedded Labs approach consistently.
- Prepare case studies, toolkits, evidence reviews, presentations, briefs and other materials that communicate programme learning clearly.
- Coordinate internal knowledge sharing and contribute to communities of practice, workshops and strategic events.
- Support business development by drafting concept notes, contributing to proposals, preparing donor materials and coordinating inputs from technical teams.
- Track grant requirements, reporting deadlines and deliverables in collaboration with programme, finance and country-office colleagues.
