This temporary position is located in the Sourcing Coordination Unit of the Business Support Section in the United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA). The Contracts Management Officer will report to the Chief of the Sourcing Coordination Unit and will support the effective delivery of organizational objectives through sound contract management, acquisition planning and sourcing coordination.
Responsibilities
Within delegated authority, the Contract Management Officer will be responsible for the following duties:
Manage and administer contracts within the assigned portfolio, monitoring implementation, contractor performance, compliance, and delivery of contractual outputs.
Contribute to the preparation and review of procurement and contract management documents, including statements of work, terms of reference, technical specifications, evaluation criteria, and requisitions.
Provide guidance and support to business units and technical stakeholders throughout the procurement and contract management life cycle, helping resolve acquisition-related issues.
Support the implementation and monitoring of the UNJSPF acquisition plan, considering sourcing strategies, procurement methods, market conditions, inventory requirements, and operational needs.
Analyze demand plans, budget forecasts, consumption trends, and procurement activities to improve acquisition planning and resource utilization.
Assist in developing, implementing, and reviewing standard operating procedures, internal controls, guidelines, and instructions related to acquisition planning, procurement, requisitioning, and contract management.
Coordinate with internal and external stakeholders on procurement activities, contract administration, demand planning, and the availability of goods and services.
Monitor portfolio performance indicators, review cost estimates, prepare reports, address audit recommendations, and maintain complete procurement and contract records.
Prepare analytical reports, presentations, and management information products to support planning, monitoring, and decision-making.
Provide guidance to, and may supervise, new/junior staff, promote knowledge-sharing, and perform other related duties as assigned.
