The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment". Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Climate Change Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The position plays a key role in supporting the implementation of the Systematic Observations Financing Facility (SOFF) programme and carries significant

Responsibilities

for programme delivery, coordination, and fiduciary oversight. The incumbent will lead the implementation of SOFF-funded activities at the country level, working closely with implementing partners and National Hydro-Meteorological Services (NHMSs) to ensure effective project execution, compliance with established requirements, and the achievement of programme objectives in support of climate resilience and early warning systems. The position is located at UNEP, Climate Change Division, Adaptation and Resilience Brance, Early Warning Section at Bangkok duty station. Under the direct supervision of the Chief of Section, the incumbent will perform the following duties and responsibilities.

Monitors country progress towards meeting the WMO Global Basic Observing Network (GBON) standards - Identifies problems and issues to be addressed in project implementation and recommends approaches to address the problems and issues. - Participates on behalf of UNEP in Project Steering Committees and mid-term and final evaluations. - Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements.) and preparation of related documents/reports (work programme and budget.) - Conducts risk management in project implementation and identifies and implements solutions and risk mitigation measures. - Leads project-related procurement and recruitment processes. - Organizes and prepares written outputs (e.g. progress reports, analysis, inputs to publications, communications materials). - Delivers presentations on climate information services and systematic observations. - Undertakes outreach activities; participates in the development of training workshops, seminars, etc; participates in and makes presentations on assigned topics/activities. - Organizes and provides substantive guidance to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, - Conducts monitoring missions, including provision of guidance to external consultants, government officials and other parties - Coordinates activities related to annual work plan development and prepares related documents/reports (project implementation plans). - Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Performs other duties as assigned by the supervisor.

The appointment against this position is limited to the United Nations Environment Programme. Appointment against this position is for an initial period of one (1) year and may be subject to extension. External candidate selected for this position will be granted a fixed-term appointment limited ("FTAlimited") in accordance with section 2.2 (b) of administrative instruction ST/AI/2013/1 on Administration of fixed-term appointments. Renewal of appointment is contingent upon continued existence of mandate and availability of funding. If this position is discontinued, the incumbent will be separated from service.
